Ross Carbonite 2me Switcher

I have checked in “data usage” to make sure that “restrict data” isn’t on, and I have turned off “power saving mode”, but I am still getting the same message. I have a Galaxy s5, but every time I try to use the app store I get a message saying that background data is restricted. The weird thing is, sometimes I am able to get into the app store, but if I use another app and then try to get back to the app store, I get the message again saying that “background data is restricted” can anyone help me out???
